    China sets drone export reviews and US entity limits

    BEIJING / RankWire.AI / – China imposed tighter controls on selected drone exports to the United States on August 5. The action formed part of a wider set of countermeasures involving trade, technology testing and imported office equipment. China’s Ministry of Commerce said exporters must obtain individual licenses for controlled drones, important components and related technologies. The rule applies through the country’s existing dual-use export system. It does not prohibit every Chinese drone or drone part from reaching American buyers.

    China expands trade controls across drones, certification and imported office technology.

    The revised process ends simplified licensing for covered drone products destined for the United States. Regulators will assess each item, purchaser, end user and intended use before approving a shipment. China already controls some drone engines, sensors, communications equipment and systems designed to counter unmanned aircraft. Existing rules also prevent exporters from supplying civilian drones for military purposes. The latest decision applies additional scrutiny to controlled technology and equipment sent to customers in the U.S. market.

    Separate orders restricted transactions between Chinese parties and seven American organizations. Six named entities were Applied DNA Sciences, Stratum Reservoir, Altana Technologies, the Responsible Business Alliance, Verité Group and Human Rights in China. Beijing linked those restrictions to U.S. measures concerning allegations of forced labor in Xinjiang. Another order targeted Compliance Testing LLC, an Arizona-based product testing company. Chinese authorities said the firm supported Federal Communications Commission actions involving communications equipment and Chinese technology businesses.

    Trade response reaches office equipment and certification

    China also began a national security investigation into imported printers, copiers and multifunction office devices. The review covers equipment containing operating systems, drivers or embedded software developed or maintained by foreign companies. China’s Ministry of Commerce will examine import volumes, domestic demand, supply dependence and national security considerations. Officials can send questionnaires, conduct hearings, visit facilities and commission technical assessments. The investigation can run for 12 months, while existing rules allow an extension under special circumstances.

    Another measure changed factory inspection procedures within China’s compulsory product certification program. The State Administration for Market Regulation stopped Chinese certification bodies from assigning follow-up inspections to organizations in the United States. These inspections help manufacturers maintain required approvals for products sold in China. Businesses must use other authorized providers when factory checks remain necessary. The decision does not withdraw current product certificates. It also does not impose a broad prohibition on goods made by American companies.

    China cites U.S. regulatory and import measures

    Beijing connected the package to recent steps by the Federal Communications Commission and the U.S. Department of Homeland Security. The communications regulator has limited approvals for certain new foreign-made drones and key components entering the American market. U.S. authorities also expanded enforcement under the Uyghur Forced Labor Prevention Act. They added 43 Chinese entities to the enforcement list on July 31. Goods linked to listed entities generally face a legal presumption against entry into the United States.

    Chinese officials called the measures restrained and asked Washington to remove the restrictions identified in the government announcement. The drone controls, business restrictions and certification changes took effect on August 5. The office equipment investigation started on the same day. The orders do not name a Chinese drone manufacturer or end all drone exports to the United States. They focus on controlled products, seven American organizations, certification work and foreign-linked software inside imported office equipment.
